At regularly scheduled Board meetings, several public hearings may be scheduled, including public comment time. The Board will hear public comment on any issue except: issues under litigation; issues that have been scheduled for public hearing before the Board; matters that have already been the subject of a previous public hearing where no final vote has been taken; personnel matters; political campaign speeches or private advertisements. There is a time limit for each individual speaker of 3 minutes and 5 minutes if speaking on behalf of an organization. At the end of each speaker’s time, the microphone will be turned off. Time is not permitted to be yielded to another speaker. No speaker can address the Board more than once during public presentations at any single Board meeting.
