What requirements do I need to meet in order to qualify for the program?

The rules and regulations associated under section 601(a) of the Social Security Act, as added by section 5001 of the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act") will govern the use of the COVID-19 Utility Assistance Funds.

Your Spotsylvania County Utilities water and/or sewer account must be an open account, at least 30 days past due, and the past due amount must have occurred between March 1, 2020, and June 30, 2021, to be considered for relief under this program.

For Residential (Household) Applicants:

  • Must certify that you have suffered economic hardship as a result of the COVID-19 pandemic.
  • Must certify that you meet the eligibility requirements due to the COVID-19 pandemic.
  • Must certify that you are the only person living in the household at the address shown on the application who has applied for the COVID-19 Utilities Assistance Fund Program.

For Non-Residential (Business) Applicants:

  • Must certify that the business suffered economic hardship as a result of the COVID-19 pandemic.
  • Must certify that the business meets the eligibility requirements due to the COVID-19 pandemic.
  • Must certify that the non-residential account holder, including the successors, has not received CARES act relief for any of the arrearages you are applying for from any other source including Rebuild VA Grants.
