Start or Stop Water / Sewer Service
The Spotsylvania County Utilities Department provides water and sewer services in the primary settlement district of Spotsylvania County, Virginia. Some areas are not served by Spotsylvania County Utilities and may have private well and septic or another provider.

Start Service
A written Application for Water and Sewer Service (PDF) is required for any water/sewer service to be initiated at a property address. Please print the application and provide the required information as well as signature(s). If you are unable to print the application, we will be happy to send one in the mail to you. The paper applications are also available in the container located at the end of the sidewalk in front of the Utilities Department's office at 600 Hudgins Road, Fredericksburg, Virginia 22408.
The completed and signed application can be submitted by email, fax, mail, or delivered in-person to the dropbox located in front of the Utilities Department's office (see Delivery Methods below). Please note, there is no option to complete the application by telephone or online. We must receive the written and signed paper application to start services.

Please allow at least one business day for your application to be processed. Requirements
If you are the Property Owner
- A completed and signed application.
- Owner information is checked against Spotsylvania County’s land record database. If there is a discrepancy, you may be required to provide a copy of your Hud 1 Settlement Statement prior to initiating service.
If you are the Tenant(s) leasing/renting the property
- A completed and signed application by all tenants listed on the lease/rental agreement.
- Provide a copy of the lease agreement that has each tenant’s signature and the owner/agent’s signature.
- Make sure the lease agreement states the tenant(s) are responsible for water/sewer utility service.
Properties with Sanitary Sewer Service Only
All residential or commercial properties that are serviced only by sanitary sewer service (no public water service available in location) will maintain an account in the owner’s name. Spotsylvania County Utilities will not establish a "sewer-only" account in the name of a tenant.
Stop Service
You may stop water/sewer service at your property address and close your customer account by completing the online form: Stop Water / Sewer Service. If you have any problems submitting your information or if you have any questions regarding service, please call 540-507-7300, Press Option 1.
- We need a minimum of one business day notice to stop service Monday - Friday, 8 a.m. - 4:30 p.m., and we are closed weekends and holidays. Call us by 4:30 p.m. on a Friday to stop service on a Monday.
- The services will be turned off as early as 6 a.m. if no other account is scheduled to be opened that day at the property address, so consider this when determining what day you would like to close the account.
- Have your current customer account number and your forwarding address available in order to complete the online form and stop service.
- Give us a call at 540-507-7300, Press Option 1, to verify that the information has been received and your stop service order has been scheduled.
View the online portal for our WaterSmart Program to track your water usage, receive notifications for possible leaks, and pay your bills. You will need your 12-digit account number from your billing statement and your zip code to access your information. Delivery Methods
You may start or stop water/sewer services with Spotsylvania County Utilities by following the guidelines outlined above. Applications to start or stop water/sewer services are accepted in-person, through the mail, email, or facsimile transmission (click on the tabs below for more details). Generally, it takes one business day to start or stop services; however, it can take longer if all requirements are not met.
