The governing body of the County shall be a Board of Supervisors (“the Board”) composed of seven members, one elected from each of the seven election districts in the County. All seven members serve staggered terms of four years.
The election districts will be composed of contiguous and compact territory and constituted as to give, as nearly as is practicable, representation in proportion to the population of the district.
The election districts must have boundaries that are clearly defined and clearly observable, as defined by Virginia law.
The election districts will be drawn in accordance with the requirements of the Constitution of the United States, including the Equal Protection Clause of the Fourteenth Amendment, and the Constitution of Virginia; federal and state laws, including the federal Voting Rights Act of 1965, as amended; and relevant judicial decisions relating to racial and ethnic fairness.
Changes in district boundaries to meet the tests of equitable population distribution among the districts will be made with a minimum disruption of the then existing district pattern of service.
Precincts must be wholly contained within single congressional, state and local election districts.
