During the budget development process, staff takes note of the questions asked by Board members and provides written responses to questions for which responses were not readily available at the time the questions were asked.

13Please send the slide shown in regards to the discussion on potential health insurance changes.  Please clarify the reference to a $4M increase.  Is that what the increase in employer costs would be if there were no mitigation via the potential shift to the HMO?  What would be the increase in cost to an employee going outside the network?
14Please remind the Board what the Evergreen study results were for the Schools and how the study has been addressed in recent years.
15The gap at the time of the Superintendent's budget was $4.9M.  The gap is now $7.1M.  Please identify the budget items that resulted in the $2.2M increase in the gap.

17Please provide information about the vehicles claimed for business use.  How many are there?  How much of the Personal Property tax revenue is associated with the business use vehicles?

18If the $2.25M were used for a one-time reduction in the Personal Property rate instead of the proposed reductions in the Business Tangible Property tax rates, what would the rate be?  How would the average taxpayer be affected?

19What requests were made by County government departments that were not included in the Recommended Budget?

21In reference to the response provided to Question #2, how much is the transfer of cash to capital? Are we over the policy level? If so, by how much, and can we use it elsewhere?

22We used the Budget Stabilization Reserve to balance the FY 2021 Budget. The policy for this reserve requires any use of the BSR to be paid back within two years. Could we take half of what we’re adding back in FY 2022 and use it for other things?
