COVID19 Utility Assistance

On December 7, 2020, Spotsylvania County Utilities received award notification of $762,991.62 in CARES Act funds to assist with municipal utility customer relief. These funds allow the County to extend the offer of the COVID-19 Utilities Assistance Fund Program, through which customers may apply for bill assistance for those accounts unpaid between March 1, 2020, and November 30, 2020. 

Customers who receive water and/or sewer bills from Spotsylvania County, whose accounts are in arrears and meet specified eligibility criteria, must submit an application for consideration. Customers will need to attest to experiencing economic hardship due to the COVID-19 pandemic as part of the application process. Applications must be received by January 10, 2021, and applications meeting eligibility criteria will receive a one-time direct assistance payment reflected within the next billing period.

The COVID-19 Utility Assistance Fund Program application will:

  • Assist eligible Spotsylvania County Utilities customers who have experienced the loss of income, reduction in hours, or unemployment as a result of the COVID-19 pandemic only.
  • Assist for bills dated March 1, 2020, to November 30, 2020, and may not be used for past due amounts before or after this time period. Water/Sewer accounts must be currently open, at least 30 days past due, and the past due amount must have occurred between March 1, 2020, and November 30, 2020.
  • Funding is designed to be a one-time opportunity, with only one direct assistance payment per household (for residential) or account holder and their successors (for non-residential).
  • This application (Customer Intake Form) is for eligible funding for the arrearages for your Spotsylvania County water/sewer bill. (The CARES Act also provides funding to eligible electric and gas companies. Please check with your electric or gas provider to see if they have eligible funding for the services they provide.)

Please keep in mind, Federal and State eligibility requirements apply and the applicant's certification of the submitted request for COVID-19 Utility Assistance Funds will be kept on file for Federal and State auditing purposes. The rules and regulations associated under section 601(a) of the Social Security Act, as added by section 5001 of the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act") will govern the use of the COVID-19 Utility Assistance Funds.
