Purpose
RAASAP is a criminal justice system that provides for assessment, intervention placement and monitoring for persons convicted of Driving Under the Influence (DUI), Boating Under the Influence (BUI), misdemeanor drug offenses, and habitual offenders. The program, funded entirely by client fees. RAASAP is certified by the Virginia Alcohol Safety Action Program Commission, operates autonomously, and is governed by a seven member Policy Board with representatives from each of the five jurisdictions it serves. The RAASAP Policy Board fiscal and policy for the operations of the Rappahannock Area Alcohol Safety Action Program (RAASAP).

Structure:
One citizen member from each of 5 jurisdictions, Spotsylvania, Stafford, Fredericksburg, King George and Caroline. Up to 8 additional members shall be elected by the majority vote of the five members from the participating jurisdictions. The Executive Director of the ASAP program shall be an ex officio member.

To improve transportation safety by decreasing the incidence of driving under the influence of alcohol or other drugs and thereby decreasing the number of alcohol/drug related crashes.
